Data as of Oct 19, 2026. Baseline from the Zoning Reform Impact Tracker, Article 80 Development Projects and the Zoning Board of Appeal Tracker (data.boston.gov). Beta cases, stage commitments and managers are PTI case records. Open any page with ?fresh=1 to start from the seed.

Primary story: "Is the beta beating the baseline?" (Taylor Reed)

  1. 1Sign in. On the sign-in page, pick Taylor Reed in the persona dropdown and enter. You land on Evaluation (/admin/evaluation), titled "Beta evaluation: building permitting, 20,000–50,000 sq ft", with the provenance line under the title.
  2. 2Baseline KPI row. With All permit types selected, the four cards read:
  • Median days, filing to permit: 386 (p25 82 · p90 1,343 · 163 issued of 356)
  • Of issued permits, share within a year: 49% (80 of 163 issued)
  • Abandoned: 28% of closed applications
  • Went to Zoning Board of Appeal: 45% (median 164 days there)
  • Click New construction. The cards change to 822 (p25 587 · p90 1,553 · 67 issued of 170), 13% (9 of 67 issued), 27% and 68% (median 161 days).
  • Point at the footnote: medians cover issued permits only; 115 of 356 applications (71 of 170 for new construction) are still open.
  1. 1Cohort comparison chart. Median days to permit by filing year, 2018–2026, beta scope against "New construction outside Article 80" (overall 486). Switch the dropdown to Article 80 Large Project: the second series and the comparison chip change (98 for all types, 472 for new construction). Hover the 2025 and 2026 bars: the tooltip shows only 6 and 9 issued permits behind them, and the footnote says recent filings are still maturing.
  2. 2Beta levers. Cases enrolled 5 (Intake 3 · Consolidated review 2), Stage deadlines met 1 of 3, Timeline letters sent 0 of 5, Permitting managers 3 (1–2 cases each), Contemporaneous comparison 20 projects (13 under review · 7 board approved · median age 141 days). The banner above reads "1 stage past its commitment: PTI-2026-003, 74 Ashton Street, Intake and kickoff meeting, 3 days overdue."
  3. 3Open the overdue case. Click Open case on the banner. PTI-2026-003 shows the real project facts (24 units, 34,746 sq ft, Dorchester, the Planning description and the Planning Department link), the five-stage strip with Intake "Committed Oct 16 · 3 days overdue" in the warning tone and the building permit committed by Mar 15, 2027 (157 days after filing), and the Baseline for comparable projects panel: 822 days median (p25 587, p90 1,553), 68% needed ZBA relief.
  4. 4Draft and publish the brief. Back on Evaluation, click Draft evaluation brief. The side panel shows the draft with five headings (Headline, Baseline the beta must beat, Early beta signals by lever, What we cannot conclude yet, Next measurements). With an API key it redrafts from the current numbers behind a spinner; without one it shows the precomputed draft. Click Publish to evaluation log: the panel closes and the toast reads "Brief published". Evaluation briefs now lists the brief by Taylor Reed, and Audit log has the publish event.

Secondary story: the manager keeps a commitment (Jordan Ellis)

  1. 1Switch persona to Jordan Ellis (account menu at the foot of the rail). Beta cases opens on My cases: PTI-2026-001 (64 Poydras Street) and PTI-2026-004 (1016 Washington Street).
  2. 2Open PTI-2026-004 and click Record stage completion. Click Demo fill, then Save. Intake now shows "Completed Oct 19 · on time (4 days)", the current stage is Consolidated review period (started Oct 19, committed Dec 6, 2026), and the Activity list has the event.
  3. 3Open PTI-2026-001. The Timeline letter panel shows the draft ("Dear applicant team," … signed Jordan Ellis). Click Send to applicant: the status reads "Sent Oct 19, 2026 by Jordan Ellis".
  4. 4Back on Evaluation, the cards read Stage deadlines met 2 of 4 and Timeline letters sent 1 of 5. The banner still lists 74 Ashton Street. Reload: the changes stay.
